English: Built in 1893-94, this Renaissance Revival and Classical Revival-style building was designed by John T. Windrim and was originally known as the Executive, Library & Museum Building, being the oldest remaining portion of the Pennsylvania State Capitol Complex, and originally housed the Governor’s office, as well as the State Museum, State Library, and State Archives of Pennsylvania. Following the destruction of the 1812 Pennsylvania State Capitol by fire in 1897, construction started on a new capitol, which was never finished, and met its demise after a period of legislative limbo between 1899 and 1901, with a new capitol being built between 1902 and 1906. The building then served as the State Museum, Library, and Archives of Pennsylvania until 1931, when the Pennsylvania State Library building was built, and the State Museum and Archives until the 1960s, when the present Pennsylvania State Museum and Archives were completed. The building was restored in the 1990s, being renamed and rededicated in 1999 in honor of Matthew Ryan, a longtime Speaker of the Pennsylvania House of Representatives, and presently houses offices for the Pennsylvania House of Representatives. The building was originally only the square front wing, with a T-shaped rear addition added later to provide more interior space as the needs of the offices and organizations housed within outgrew the existing space. The exterior of the building is clad in the same granite as the rest of the complex, but takes on a more low-slung, humble appearance, only rising two stories above a raised basement, with a decorative balustrade around the roof, a hipped roof with pediments in the center of the facades of the four sides of the original front wing and the ends and center of the rear facade of the T-shaped rear wing, cornices with modillions and dentist, corinthian and ionic columns and pilasters, one-over-one double-hung windows, balconies at the corner bays with decorative brackets, windows at the corner bays with pediment window headers, a semi-circular entrance portico at the front entrance with a balustrade along the edges of the roof, an architrave with the words “Speaker Matthew J. Ryan Building” mounted on the exterior, broad stairs, and ionic columns, entrance doors in sets of three with two smaller single doors flanking a central double door, separated by ionic pilasters and sitting under a unified architrave, and a rear entrance in the rear wing with arched openings and recessed doorways. The building is part of the Pennsylvania State Capitol Complex, which was listed on the National Register of Historic Places in 1977. The State Capitol Complex was listed as a National Historic Landmark in 2006, and saw a boundary increase in 2013 to include some previously omitted historic structures.
